 SECRETARIAT ACTIVITIES

Working with the Steering Committee of the GNLG, the Institute of Social Sciences (ISS) will pursue the following activities to build a framework for realizing the Network’s objectives; share successful case studies and disseminate information on local governance; organize gatherings and meetings; and build a strong global movement of local authorities, researchers, citizens and NGOs working with local governments to support democratic values and strengthen democratic institutions:

 
The Secretariat
The Secretariat of the Global Network for Local Governance coordinate the various activities of the Network. The Durban-based Democracy Development Programme (DDP) will be auxiliary of the network.

Web site and listserv
The Network's Web site will be established and maintained and administered by the ISS. It will contain information about the objectives and activities of the Network, its organizational structure, and other resources and reference materials. In addition to updating and maintaining the Web site, the ISS will also help DDP identify expert moderators for an online "localgovnet" discussion list. Each discussion list will contain an Impact Assessment Form which will be submitted to the secretariat upon completion of each theme. The form will assess what has been gained from the discussion and new avenues for the network to explore.

Steering Committee Meeting
The GNLG will organize a two-day steering committee meeting in Delhi in February 2006. It will be attended by GNLG's steering committee members and other organizations working in the field of local democracy. The ISS will receive feedback and input from the steering committee members, discuss possible agenda themes for the Fourth Assembly, and formulate a plan of action and founding statement for the Network. The agenda will include discussions of issues such as public participation and community integration and other themes for the World Movement's Fourth Assembly, which will take place in Istanbul, Turkey, in April 2006. The meeting will be documented in detail and shared with all World Movement for Democracy participants via its monthly electronic newsletter, DemocracyNews.

Monitoring
The ISS will also monitor and track significant developments with regard to local government in various parts of the world. The monitoring process will be through:
1 Gathering news from international newspapers, journals and periodicals and local government bulletins published internationally
 
2 Contacting international organizations and institutions working in the field of local government and identifying scholars, activists and functionaries in different countries who can provide vital information on a voluntary basis.
 
3 Websites

Information Sharing
As the Secretariat of the GNLG, the ISS will publish a quarterly information newsletter to highlight developments and case studies on successful local governance projects at the regional and global levels. If it is well-received, its frequency can be increased. The Local Government Newsletter will be issued in both electronic and print versions since many local government representatives in Asia, Africa and Latin America have limited access to the Internet. The newsletter will also be posted on the Web site. In addition to benefiting the GNLG members and strengthening their work, the Web site and newsletter will benefit the work of non-members who will have access to the information, knowledge, and experiences of the members.
